Course aim
The course is a new addition to training programmes that includes the social phenomenon of energy vulnerability, understood in the context of western countries, and particularly in Spain, as the situation of a household where basic energy needs cannot be met due to a low level of income, and which can at times be worsened by the low level of energy efficiency of the building (National Strategy to tackle Energy Poverty).
The aim of the course is to acquire basic and practical knowledge in 5 areas:
- The definition of energy poverty and the vulnerable consumer, and the causes and indicators of energy poverty.
- Current regulations in Spain. European directives.
- Subsidised electricity and heating rates. Electricity and natural gas contract and bills.
- Efficient use of energy in the home.
- Express energy rehabilitation for vulnerable homes.

Contents
As part of the National Strategy to tackle Energy Poverty, in the coming years Spain must take action to reduce energy vulnerability. The course offers knowledge about the main players and current legislation in the energy sector, the causes and main measurement indicators of energy poverty, and measures to alleviate energy poverty, and also gives participants to chance to resolve practical cases.
Methodology
The sessions can be followed online. The virtual classroom allows for live consultations via chat, and the sessions are recorded so participants can watch them afterwards.
The virtual sessions follow a presentation format, where the trainer explains the contents of the session, interacting with the participants and answering questions. The sessions will alternate between practical cases, where participants will present their thoughts on and solutions to previously raised problems, and the “learning by doing” methodology, where they learn by dealing with real problems.
Recipients
The programme is preferably aimed at vocational training teachers of subjects related to the “Sociocultural and Community Services” professional family that want to improve their knowledge of energy vulnerability.
They will be given tips and teaching materials with exercises and the corresponding answers in order to be able to transmit what they have learnt to their students.
