Understanding energy poverty: An analysis of persistence

Energy poverty is a situation where a household is unable to access essential energy services in order to maintain a decent standard of living and health (European Commission, 2023). The percentage of the population unable to keep their homes at an adequate temperature is one of the most widely used subjective indicators in the European Union to measure energy poverty.
